0 points = this area is either not important for 's current or likely future roles or is already at the required level

10 points = this is an important area for 's current or future roles and needs to develop to perform well.

In other words, the higher the points you allocate, the more important it is in your eyes that develops in this area. A high score does NOT mean that this is an area of weakness - it simply means that further development would be beneficial.
